PRIORITIES OF THE INNOVATION POLICY OF RUSSIA IN THE SOCIOCULTURAL SPHERE

Abstract

Background. As the sociocultural sphere takes a special place in overall socio-economic development, there is a need for accelerated scientific and technological development in that area, which requires an active innovation policy and setting of the main priorities of its development. The main goal of the research is to make an estimation of scientific and technological priorities of the state innovation policy in the sociocultural sphere and to show causal relationships between the state of scientific and technological forecasting, planning and programming in Russia and innovative development of the sociocultural sphere.
Materials and methods. The analysis was based on official documents relating to scientific and technological priorities of the Russian innovation policy in the so-ciocultural sphere including the documents concerning formation of the national sys-tem of scientific and technological forecasting, special documents on scientific and technological priorities, particularly on critical technologies, papers which are a final result of the state forecasting: The Concept of socioeconomic development of the Russian Federation, the Concept of technological platforms, Strategies of innovative development of Russia, target programs relating to development of the sociocultural sphere – Federal Target Programs and budget-funded State Programs “New Quality of Life” and “Innovative development and Modernisation of the Economy”.
Results. Russia does not have innovative programs aimed at solution of the major breakthrough problems in humanities and biology. A real access to international processes is important for our country in conditions of formation of the 6th techno-logical paradigm, intensification of R&D internationalization, increasing dynamism of international technological cooperation.
Conclusions. There is an objective need for taking into account intensification of development of biological sciences (human genone, biogenetics and genetic engi-neering, global climate change etc.) when performing a target state planning. It is needed to intensify social orientation of scientific and technical progress including accelerated formation of the scientific knowledge base in breakthrough social-oriented areas as well as in culture, sport and education, the results of which directly affect the quality of people`s life.
